165.0708 PUBLIC PARTICIPATION (SUBJECT TO PUBLIC PARTICIPATION POLICY)

Councillor Gibson and his wife as well as his brother Councillor Bob Gibson attended the meeting. Councillor Bob Gibson read out a statement prepared by
Councillor Brian Gibson & Mrs Gibson a copy of which is on file. Following this Councillor Brian Gibson then addressed the meeting during which he accused the Executive Officer of acting with gross misconduct and accused him of being a disgrace whilst pointing at him and standing during the meeting. The Executive Officer attempted to address the issues raised by Councillor Gibson and his brother however Councillor Gibson interrupted him and left the meeting before enabling him to do so. At this point Councillor Gibson left the meeting.

The Executive Officer advised the meeting of his requirements to release information under the Freedom of Information Act following Councillor Gibson’s
departure and the requirements that he must provide information unless there is a lawful reason not to do so. That as the letter in question, did not disclose any personal information and that he could not see any reason why such information could not be released, it had been released in accordance with the Freedom of Information Act.

At this point the Council at the request of Members had a 10 minute break to allow all those present to recover from the incident which occurred at the beginning of the meeting. At this point Councillor Garrett left the meeting.

This is quite confusing and almost like one of those logic puzzles.  Am I right in thinking that there are three people here and two of them are Ferryhill councillors?

Mr Brian Gibson (Ferryhill cllr)
Mrs Gibson (his wife)
Mr Bob Gibson (brother of Brian and also a cllr for Ferryhill?)

No, only BG is a Ferryhill Councillor. His brother (who I don't know) is on Stockton-on-Tees BC I believe. His wife had presumably just come to back him up. Reading between the lines, someone seems to have asked for info under the FOI act and it involves something that Councillor BG has done. Councillor BG has kicked off about it when the Executive Officer has revealed it. That's kind of rich as BG was rumoured to spend a lot of his time before he was a Councillor making hundreds of FOI requests to the Council, which they were obliged to process.  :roll: What goes around comes around, eh?

Seems like most of the aggro now involves a certain individual every time doesn't it? He seems to think that FTC business should revolve solely around him. From what i've heard through talking to people locally he's not well liked and has always been a bit of a maverick. Nowt wrong with that, until  he starts costing people money, then the tide will rapidly turn against him. How much is this man costing the people of Ferryhill by disrupting Council business I wonder? I bet it's not cheap (time and money-wise) paying for people to investigate all the things he complains about. Have any of his complaints actually been upheld? Personally i'm sick to death of hearing his name in a negative context. Isn't there a standards system for local government? He must be in danger of breaching his code of conduct if he's standing up at Council meetings shouting and abusing people.
