Windows fax and scan

HELP I need to fax a letter and medical certificate to an insurance company re my sister missing her holiday when Dad died.
I have an internal fax modem in my laptop it appears in device manager as working ok However when I try to set up Fax and Scan I get an error " there was an error configuring the account contact your system administrator" This happens after I click new fax then connect to fax modem then chose how to receive faxes at that point I get the error message. I have tried tools fax accounts add conect to fax modem then chose how to be notified of receiving faxes but that just goes arround and arround in circles.
Cant use a fax machine in a shop as the medical certificate only excists as a bitmap on my hard drive

Any help appreciated

Forgot to say logged in as administrator and running fax and scan as administrator

Yes 5.5 hrs later. Windows 7 corrupted permission file for fax and scan so it thought everybody using it was using it from an ordinary account.
Used regedit to Remove account details from registry changed permisssions reloaded as admin and Bobs ya uncle.
